We are pleased to announce that Ian Pennicott KC SC and Anthony Houghton SC have joined DVC’s List of Independent Neutrals following their recent retirement from full-time practising barristers at DVC. With their wealth of experience and expertise in arbitration, Ian and Anthony will continue to accept appointments as arbitrators in both international and domestic disputes.
Ian Pennicott KC SC
Ian Pennicott KC SC practised at DVC from 1984 to 1989, before joining Keating Chambers, the UK’s leading construction set, where he worked from 1989 to 2010 and remained an international tenant until 2025. Ian returned to DVC in 2010 and continued practising at DVC until his retirement in 2025. During his full-time practice as Leading Counsel, Ian accumulated extensive experience in all aspects of arbitration law and procedure, both as an advocate and arbitrator. His expertise spans construction and infrastructure, professional negligence, and environmental law.

Anthony Houghton SC
Anthony Houghton SC began his professional career as a Chartered Quantity Surveyor in the UK and he practised in that field in Asia in the mid 1980’s. He was called to the Bar and practised as a barrister at DVC since 1989. During his full-time practice, he has acted as counsel on a wide variety of commercial and property related disputes in arbitrations, and before the courts at all levels in Hong Kong. Anthony’s practice now focuses on his role as an arbitrator in general commercial disputes, with a particular focus on construction and engineering matters.
