Justice Nick Segal appointed as Chair of the Bank of England’s Enforcement Decision Making Committee

Des Voeux Chambers is delighted to congratulate our Independent Neutral, Justice Nick Segal, on his appointment as Chair of the Bank of England’s Enforcement Decision Making Committee (EDMC), with effect from 1 August 2026 (following an external recruitment process).

Justice Segal is a Judge of the Grand Court of the Cayman Islands, an Assistant Justice of the Supreme Court of Bermuda, and sits from time to time as a Deputy High Court Judge in the Hong Kong Court of First Instance. He is also an Independent Neutral at Des Voeux Chambers and an associate member of Erskine Chambers, London. Justice Segal also continues to teach on the University of Oxford’s Bachelor of Civil Law programme.

The EDMC is the Bank of England’s decision-making body for contested enforcement cases across its prudential regulation, financial market infrastructure, resolution and related statutory regimes. Nick succeeds Sir William Blair, whose term expired at the end of July 2026.
