Hong Kong Legal Week 2024 Concluded on November 8

Featuring the theme “Hong Kong Common Law System: a World-Class Springboard to China and Beyond“, Hong Kong Legal Week 2024 concluded on November 8. About 2,500 participants from close to 50 jurisdictions attended the five-day flagship event of the legal sector and the Department of Justice (DoJ), demonstrating Hong Kong’s leadership status in international legal and dispute resolution services throughout the Asia-Pacific region.

Jose Maurellet SCYang-Wahn HewSabrina HoKevin Lau and Look-Chan Ho of Des Voeux Chambers were invited to speak in various panels during the Hong Kong Legal Week 2024, engaging in professional and insightful discussions with experts, practitioners, government officials, and academics from Hong Kong, mainland, and around the world.

Day 1 「Springboard to Opportunities: Utilising International Private Law and Technology to Facilitate Access to Credit, Investment, and Sustainable Development in the Asia-Pacific Region」

The Hong Kong Legal Week 2024 kicked off with the Asia-Pacific International Private Law Summit themed “Springboard to Opportunities: Utilising International Private Law and Technology to Facilitate Access to Credit, Investment, and Sustainable Development in the Asia-Pacific Region.”

Kevin Lau moderated a discussion titled “Harnessing Opportunities from Digital Assets, Tokenisation and Carbon Credits” on Day 1 of Hong Kong Legal Week 2024. The Panellist featured esteemed speakers including Professor Ignacio Tirado, Secretary General of UNIDROIT; Professor Kelvin Low, Professor of Private Law at the University of Hong Kong and Working Group member for UNIDROIT’s project on Verified Carbon Credits (VCCs); and Mr. Ernest Ho, Head of Digital Finance at the Hong Kong Monetary Authority (HKMA).

The panelists discussed UNIDROIT’s recent initiatives on digital assets and how work on such projects highlighted the challenges of arriving at a common language and conceptual framework on digital assets and voluntary carbon credits applicable to all legal systems. They also considered the HKMA’s budding stablecoin project and regulatory challenges in the area of digital assets.

Kevin also shared his insights on the theme of Hong Kong Legal Week 2024, “Hong Kong Common Law System: World-Class Springboard to China and Beyond,” as well as the significance of the events during Legal Week for legal practitioners in Hong Kong. Day 3 「Beyond Litigation: The Vibrant Landscape of Alternative Dispute Resolution of Hong Kong」

Yang-Wahn Hew, Chairperson of the Hong Kong Bar Association’s Sports and Sports Law Committee, shared his insights on sports dispute resolution as part of a “Fireside Chat – Experience Sharing of Resolving Sports Disputes” on Day 3 of Hong Kong Legal Week 2024.

The lively session was moderated by Nick Chan, BBS, MH, JP, Director of the AALCO Hong Kong Regional Arbitration Centre, and the other panellists were The Hon. Kenneth K.K. Fok, JP, Vice President of the Sports Federation & Olympic Committee of Hong Kong, China, and Ronald Sum, JP, Council Member and Chairman of the Sports Law Committee of The Law Society of Hong Kong, and arbitrator at the Court of Arbitration for Sport (CAS) and the China Commission of Arbitration for Sport (CCAS).

Topics examined included the increasing complexity of and market for sports disputes, and how Hong Kong and its developing sports industry would benefit from the Government’s recent announcement in the Chief Executive’s 2024 Policy Address that it will explore establishing a sports dispute resolution system and promote sports arbitration.

Day 4 「Joint Contribution to the Construction of Rule of Law in the GBA」

Look Chan Ho joined the panel discussion themed “Legal Services and Juridical Relations – Contributing to the Construction of Rule of Law in the Greater Bay Area and Providing Greater Convenience and Stronger Legal Protection for Trade and Economic Activities and Social Interactions between Hong Kong and the Mainland” on Day 4 of Hong Kong Legal Week 2024, discussing the construction of the rule of law in the GBA and sharing practical insights on insolvency arrangements, their scope of application, and their role in enhancing trade and welfare between Hong Kong and the Mainland.

The session was moderated by Mr Richard Khaw SC, Barrister of Temple Chambers, and featured speakers including Ms Careen Wong, Founding Partner of Shum Wong & Co., Solicitors, and Mr Henry Yu, Partner at L&Y Law Office.

Day 5 「Rule of Law: The Best Business Environment」

As the finale of Hong Kong Legal Week 2024, the event “Rule of Law: The Best Business Environment” on November 8 featured DVC members José Maurellet SC and Sabrina Ho as speakers in two separate panel discussions.

Jose Maurellet SC joined the panel discussion themed “A Comprehensive Regime Provides a Stable Environment for Businesses to Grow” on Day 5 of Hong Kong Legal Week 2024, exploring how Hong Kong’s robust legal system, strong anti-corruption and IP protections, and transparent dispute resolution mechanisms foster business growth, innovation, and success in the global market.

The session, introduced by the Hon Mr Justice Lok, was moderated by Dr. Patrick Lau, Deputy Executive Director of the Hong Kong Trade Development Council, and featured speakers including Mr. Bryan Chong Ka-lok, Director of Corruption Prevention of the Independent Commission Against Corruption (ICAC), Mr. Roden Tong, President of The Law Society of Hong Kong and Mr. Mark Woo, CDSM, Deputy Commissioner (Control and Enforcement), Hong Kong Customs and Excise Department.

Sabrina Ho joined the panel discussion themed “Our Talents in the Belt & Road” on Day 5 of Hong Kong Legal Week 2024, exploring ways to better prepare the next generation to meet the evolving demands of the country’s rule of law.

The session was moderated by Dr Ling Yang, Director of Hong Kong International Legal Talents Training Office, Department of Justice, HKSAR, and featured speakers including Professor Chang Baoguo, Vice President of the China University of Political Science and Law (CUPL), Dean of the School of Discipline, Inspection and Supervision at CUPL, and Special Inspector of the National Supervisory Commission, Professor Meiling Huang, Co-director of UNIDROIT Asian Transnational Law Centre (ATLC), Mr Fred Kan, Founder of the Belt and Road Committee, Law Society of Hong Kong, and Professor Peter Malanczuk, Member of the Academic Advisory Council of the University of Heidelberg, Member of the International Commercial Expert Committee of the Supreme People’s Court of the People’s Republic of China, and Council Member of the Shenzhen Court of International Arbitration (SCIA).
